Abilene, Texas: Powering the Next Generation of Artificial Intelligence

As artificial intelligence accelerates demand for high-capacity computing infrastructure, communities that can deliver power, land, and coordinated regional leadership are emerging as critical players in the global digital economy.

In 2021, the Development Corporation of Abilene (DCOA) began advancing an opportunity that would position Abilene at the forefront of next-generation artificial intelligence data center development. Working alongside the City of Abilene and Taylor County, the DCOA prepared the community for large-scale digital infrastructure investment before demand for AI computing capacity fully materialized. That early groundwork is now taking shape through Stargate 1, an advanced AI data center campus that places Abilene at the center of one of the nation’s most significant technology infrastructure expansions.

Spanning more than 1,000 acres and planned for more than 4 million square feet of data center facilities across its first eight buildings, the campus represents more than $47 billion in capital investment. Once operational, the project is expected to create approximately 400 direct jobs and has already generated thousands of construction jobs, with more than 7,000 workers supporting the buildout at peak activity.

The development reflects a strategic collaboration among leading technology and infrastructure partners including Oracle, OpenAI, Crusoe, and Lancium. Together, these organizations are advancing one of the world’s largest AI-focused data center campuses designed to support the rapidly growing demand for artificial intelligence training and computing capacity.

While the scale of the project has drawn international attention, its success reflects years of coordinated local strategy. The Development Corporation of Abilene (DCOA) worked in close coordination with the City of Abilene and Taylor County to align regional priorities, facilitate the annexation of more than 800 acres into the city limits, and establish the first tax abatement agreements between the City and County in more than a decade.

Equally important was building a framework that could evolve as the opportunity grew. As new partners joined the campus and the project expanded in scope, the DCOA worked alongside the City of Abilene and Taylor County to amend agreements reflecting increased capital investment, expanded square footage, and additional job creation.

Throughout the process, the DCOA served as a central connector between company leadership, the City of Abilene, Taylor County, utilities, and workforce partners to ensure the infrastructure, agreements, and partnerships evolved alongside the project itself.

Abilene’s experience highlights a monumental example for communities competing for next-generation technology investments. Transformative projects rarely emerge from a single announcement. They are the result of early vision, strong regional partnerships, and the ability to adapt as opportunities scale.
