The Central SC Alliance (CSCA) is a full-service professional economic development organization, founded in 1994 as a 501(c)(3) not-for-profit, public/private partnership, engaged in the recruitment of capital investment and jobs to the Central Region of South Carolina. Since inception, CSCA and its partners and allies have attracted $22 billion in capital investment and over 87,000 new jobs to the Central Region of South Carolina.

POSITION OVERVIEW

The SVP/VP of Business Attraction is a senior leadership role responsible for driving new capital

investment and job creation across the Central South Carolina Alliance’s region, which includes Calhoun, Clarendon, Fairfield, Kershaw, Lexington, Newberry, Richland, and Orangeburg counties, as well as the City of Columbia.

This executive develops and executes strategies to attract new business within CSCA’s target industry

sectors, including:

• Machinery

• Chemicals and Plastics

• Energy Technologies

• Food and Beverage Manufacturing

• Automotive

• Life Sciences and Medical Supplies

The Vice President serves as a strategic ambassador for the region, ensuring CSCA is positioned as a competitive and business-ready destination for companies across these sectors.

Accountability

This position reports directly to the President and CEO.

KEY RESPONSIBILITIES

Strategic Leadership and Industry Alignment

• Develop and implement CSCA’s business attraction strategy with clear alignment to target industries

and regional competitive strengths.

• Oversee sector-specific research to identify emerging opportunities and tailor outreach efforts within each industry cluster.

• Work with partner counties to match industry needs with regional assets such as sites, workforce,

supply chain networks, and infrastructure.

• Provide recommendations on policies and programs that improve industry competitiveness within the

eight-county region.

Business Recruitment and Project Management

• Lead the full lifecycle of business attraction projects, including prospecting, outreach, site selection

support, and project closure, while ensuring alignment with county assets and industry needs.

• Oversee cross-county responses to RFIs and RFPs, ensuring data accuracy, compelling site information, and alignment with sector priorities.

• Manage site visits and tours customized to industry requirements, highlighting relevant workforce

pipelines, infrastructure, and supplier ecosystems.

Industry and Regional Stakeholder Collaboration

• Build strong relationships with industry leaders, site selectors, corporate real estate executives, and consultants focused on CSCA’s target sectors.

• Collaborate with county economic developers across all eight partner counties to ensure regional

cooperation and readiness for recruitment opportunities.

• Partner with utilities, higher education institutions, workforce providers, and state agencies to support

competitive project responses.

Marketing and Lead Generation

• Work with the CSCA marketing team to develop sector-specific messaging that promotes each county’s unique assets, including industrial parks, mega sites, workforce profiles, and logistical advantages.

• Execute proactive outreach and lead-generation campaigns tailored to each target industry, including trade missions, international recruitment efforts, and consultant engagement events.

• Represent CSCA at industry conferences related to advanced manufacturing, aerospace, automotive, logistics, life sciences, and other core sectors.

Organizational Leadership

• Provide leadership and mentorship to business recruitment staff.

• Offer regular reporting to CSCA leadership, board members, and county partners on pipeline activity,

industry trends, and strategic opportunities.

• Ensure alignment between CSCA’s regional strategy and the unique economic development priorities

of individual counties.

SKILLS & QUALIFICATIONS

• Strong understanding of site selection factors, industrial development trends, and incentive programs.

• Demonstrated experience working within advanced manufacturing, logistics, or other CSCA target

sectors.

• Proven ability to collaborate with diverse local, regional, and state economic development partners.

• Exceptional communication, presentation, and relationship-building skills.

• Ability to maintain confidentiality, integrity, and a strong work ethic.

• Proficiency in Microsoft Office Suite, including Outlook, Excel, Word, and PowerPoint.

• Must be willing to travel.

EDUCATION AND EXPERIENCE REQUIREMENTS

Education

• Bachelor’s degree in economic development, business, engineering, public administration, marketing, or a related field required.

• Master’s degree preferred.

Experience

• Minimum of 10 years of experience in economic development, business recruitment, corporate real estate, or industry development. Ideal candidate would have progressive career growth.

• Prior experience supporting senior leadership, coordinating schedules, or managing complex projects

preferred.

• Experience working with CRM databases and professional office software tools required.

• Experience in a non-profit, economic development, or professional services organization is a plus.
