Request for Qualifications for CDC Handbook Editor

The Community Development Council ( is seeking a qualified individual to compile and edit a new training manual or “Handbook” for its five affiliated Community Development Institutes (CDIs) across the country. Qualifications include editing/writing experience (preferably for adult professional training) and knowledge of community and economic development.

Editorial Process and Responsibilities

The CDC Editorial Committee will specify the chapters and topics for the Handbook (expected to be approximately 15-18), identify potential authors, and provide subject content guidelines and learning objectives for each chapter. Examples of chapter topics include:

  • Community and Economic Development Practice
  • Identifying and developing stakeholders, leaders, and volunteers
  • Understanding community economies
  • Community assessment and asset mapping
  • Community strategic visioning and planning
  • Business attraction and site selection
  • Building entrepreneurial communities
  • Quality of place
  • Measuring community progress
  • Community leadership development
  • Community and economic development finance
  • Marketing communities
  • Workforce planning and development

Together, the Editorial Committee and Editor will select the author for each chapter, and the Editor will secure a signed letter of agreement with each author. Other duties of the Editor will include:

  • Develop a tone and style guide
  • Vet authors and work with them directly to incorporate learning objectives
  • Provide regular reports to the Editorial Committee, and seek approval of chapter outlines from the Editorial Committee
  • Ensure that no plagiarism occurs and that all citations are done appropriately
  • Keep authors on a writing and editing timeline
  • Ensure that chapters are applicable to practitioners
  • Edit and rewrite chapters as needed

Timeline and Compensation

The anticipated timeline calls for the Editor to begin work no later than November 2019. A tentative completion date for a final Handbook draft is December 2020. Compensation for the Editor will be based on qualifications, with payment as follows: 1/3 upon signing an editorial contract, 1/3 at a mutually agreeable milestone during the project, and 1/3 upon delivery of a final manuscript.
