Title:                           Director of Business & Technical Services

The Director of Business Technical Services serves as an integral member of the Economic Development Team and is responsible for project management related to St. Tammany Corporation’s suite of technical services including, but not limited to incentives guidance and participation, certified site programs, and project financing.

Duties:                  Reports directly to the Director of Economic Development on all aspects of project management associated with land and site development, project financing, and statutory and discretionary incentive guidance related to business attraction and retention

Key Responsibilities:   

  • Lead St. Tammany Corporation’s incentive guidance technical service responsibilities related to discretionary and statutory programs available through Louisiana Economic Development. This position will project manage and act as case manager between the company and Louisiana Economic Development. 
  • Emphasis on maintaining expertise in state, regional, and local incentives to enhance competitiveness, perform outreach and education to eligible businesses, responding to technical questions, computing, and explaining projected benefits, filing Advance Notifications and program applications, as well as monitoring and assisting with annual reporting requirements.
  • Extensive knowledge of programs will be expected, including but not limited, to PILOT, Micro PILOT, Quality Jobs, Enterprise Zone, Restoration Tax Abatement, Industrial Tax Exemption, and STEP fund programs. Annual quotas requirements of pre-application submittals will be required dependent on STC’s operational goals as set by STC Board of Commissioners.
  • Facilitates all aspects of EDRED or alternative programs for the site certification of St. Tammany properties, including research and outreach for certified site portfolio expansion and EDRED fund management, monitoring, and quarterly reporting in coordination with Louisiana Economic Development representatives. Annual quota requirements for pre-application submittals will be met dependent on STC’s operational goals as set by STC Board of Commissioners.
  • Facilitates completion of incentive and land and site components of the RFI process at the direction of the Director of Economic Development and in coordination with the Senior Associate for Economic Development.
  • Prepares monthly project, site, and asset reports to management and Board of Commissioners as directed by St. Tammany Corporation leadership.
  • Staff lead and liaison to legal counsel regarding PILOT and Micro PILOT projects, including but not limited to duties such as outreach and education for eligible companies, project management, collateral development, and presentations to Board of Commissioners.
  • Monitor various state and local governing Council and Board meeting agendas for local project approvals.
  • Assists the economic development team in business attraction, business retention, and workforce development endeavors as required.
  • Other duties as assigned.

Requirements: 

  • At least 2 years' experience in economic, business development, finance, or related fields required. Must be able to demonstrate experience in project development management and working with business and industry leaders and stakeholders. Business retention and expansion related work preferred.
  • Possess a comprehensive understanding of business principles with an entrepreneurial mindset, including finance, supply chain, sales, marketing, real estate, procurement, workforce development/human resources, strategic business planning, statistics, etc.
  • Must be able to take initiative and work independently to carry out assignments without supervision.
  • Excellent oral/written communications and presentation skills required.
  • Must have experience with Word, Excel, PowerPoint and Outlook. Experience with Salesforce, Google Earth, and GeoThinq software preferred.
