JOB TITLE: PROJECT MANAGER
FLORENCE COUNTY
ECONOMIC DEVELOPMENT PARTNERSHIP

GENERAL STATEMENT OF JOB
Under limited supervision, must be physically and mentally capable of working with the Executive Director
to ensure the effective facilitation of industrial, business and commercial investment in Florence County.
Develops and implements aggressive marketing campaigns aimed at placing Florence County in the
forefront of site selection executives and consultants. Manages site selection projects from initiation to
closure. Maintains detailed prospect records and prepares reports and marketing materials. Establishes and
maintains close working relationships with statewide, local and regional economic development allies
along with other public and private sector officials. Strengthens the existing industry program via in person
meetings and continuous communication regarding opportunities available. Reports to the Executive
Director.

SPECIFIC DUTIES AND RESPONSIBILITIES
Assumes the duties and responsibilities of the Executive Director in his/her absence.
Assists in planning and directing the activities of clerical and support staff. Duties include instructing,
assigning, reviewing, and planning work of others, maintaining standards and coordinating activities.
Reviews the work of clerical and support staff for completeness and accuracy offers advice and assistance
as needed. Directly supervises the work of the student intern(s).
Responds promptly, professionally and aggressively to inquires from prospects, existing business and
industry leaders, elected and appointed officials and the general public regarding doing business in
Florence County.
Must be able to deal in confidence under stressful circumstances with high level governmental and business
officials.
Is responsible for maintaining the Partnership’s considerable databases, including available economic
development real estate, demographics, labor force information, educational data, taxation and incentive
programs and other information.
Is capable of producing cost-benefit analyses to determine the economic feasibility and impact of proposed
expansions and new business projects. Is able to present the output of such analyses to appointed and
elected officials, the media and the public at large in a clearly understandable format.
Coordinates prospect visits to the community including the interface between the prospect, existing
business and industry, economic development allies, elected and appointed officials and other
functionaries.
Develops, prepares and delivers comprehensive proposals to new and expanding business prospects.
Assists the Executive Director in the preparation of annual budget, activity reports, annual reports and other
documentation as required.
Develops and coordinates aggressive outreach marketing campaigns to generate qualified leads for the
Partnership. May include media advertising, direct mail promotion, e-mail based campaigns, personal call
trips, trade shows and-or other approaches.
Promotes the Partnership as the principal economic development organization in the County through active
participation in civic and community affairs. Represents the Partnership on various committees and task
forces as assigned by the Executive Director.

Assists support staff in the development and maintenance of the Partnership’s Web Site. Is fully functional
in the use of computer software and hardware required to produce highly professional written and
audiovisual presentations.
Develops and implements the Partnership’s Existing Industry Services programs, including a periodic wage
and benefit surveys, the existing business and industry visitation program and the annual Existing Business
and Industry Appreciation Week program.

Receives, reviews, prepares and/or submits various records and reports including statistical information,
architectural/engineering drawings, financial records, site plans, tax information, newspaper articles,
demographic reports, statistical analyses, presentation materials, billing invoices, production reports, annual
reports, proposals, memos, correspondence, etc.
Operates a variety of equipment such as a computer, printer, typewriter, automobile, copier, telephone,
postage machine, binding machine, drafting tools, calculator, etc.
Interacts and communicates with various groups and individuals such as the Executive Director, the Board
of Directors, subordinates and coworkers, the County Administrator, members of County and City
Councils, County Department Directors, prospects, business and industry leaders, site and building owners,
real estate agents, government officials, the S.C. Department of Commerce, news media, consultants,
engineers, utility company representatives, professional peers, sales representatives and the general public.

ADDITIONAL JOB FUNCTIONS
Performs all other related duties as required.

MINIMUM TRAINING AND EXPERIENCE
A Master’s Degree in business administration is required supplemented by five or more years of successful
experience in economic development, real estate, marketing or relevant field, or an equivalent combination
of education, training and experience that provides the required knowledge, skills and abilities. Preferred
candidate is a Certified Economic Developer or, at the minimum, has the necessary experience and
training required to sit for the examination under the guidelines set forth by the International Economic
Development Council. The ideal candidate has hands-on experience in designing and implementing
successful marketing campaigns in economic development Must be able to deal in confidence under
stressful circumstances with high level governmental and business officials. Candidates must have welldeveloped communication skills, both oral and written. Must have an acceptable driving record and pass a
criminal and credit background investigation. A valid South Carolina driver’s license is a requirement for
employment.
