JOB TITLE: EXECUTIVE DIRECTOR
INDUSTRIAL DEVELOPMENT COMMISSION
GENERAL STATEMENT OF JOB
Directs Pitt County’s industrial development program, focusing on industrial recruitment, retention and expansion, and entrepreneurship/small business. Reports to the Pitt County Development Commission Board of Directors.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Establishing and implementing programs to recruit new industries for Pitt County. Serving as the lead industrial development staff person for the County. Receiving inquiries and responding to requests concerning company location in Pitt County. Coordinating all details for visits to the County. Developing incentive packages and conducting negotiations to secure new businesses/industries in Pitt County.
Supporting and encouraging retention and expansion of existing industries in Pitt County. Providing assistance in problem resolution, including facilitating communication with local and state agencies to obtain available assistance, resolve misunderstandings, and negotiate settlements.
Supporting and encouraging entrepreneurial and small business ventures in collaboration with the Miller School of Entrepreneurship and other partners. Supervising operation of the Technology Enterprise Center.
Preparing and regularly updating/revising a long-range plan for comprehensive industrial development within the County. Determining target industry clusters and emerging sectors. Analyzing location, design, and development of industrial parks and buildings and the infrastructure necessary to support their development. Consulting with community leadership to develop a vision of the future of the County.
Coordinating with County and municipal managers/leaders, especially in areas directly pertaining to industrial development such as planning, zoning, extension of water and sewer lines, and other functions associated with property development. Collaborating closely with other key staff on incentive agreements, interpretation of legislation, land purchases, and any other such issues.
Encouraging and participating in planning for the growth, development, and maintenance of a quality workforce in the County, with special emphasis on building the skills needed for current and future jobs in the County. Working with other counties to create regional partnerships for addressing industrial development issues such as workforce development and for establishing industry clusters.
Supervising staff in the development of marketing campaigns. Implementing innovative marketing and branding techniques. Establishing and maintaining contacts with local, regional, state, and national development organizations, private business development allies and consultants for collaborative marketing. Attending trade shows and significant consultant events, and participating in out-of-County trips to market the County. Collaborating with County Public Information Officer and partner agencies such as the Convention and Visitors Bureau and the Pitt County Arts Council @Emerge.
Attending meetings of the Development Commission Board of Directors and making presentations as required; reviewing and approving the agenda for the Board meetings. Making presentations to the County Commissioners as necessary and appropriate.
Identifying liabilities potentially hindering development, evaluating means to neutralize or rectify them, and developing strategies to maximize industrial growth. Assisting in initiatives that encourage growth and expansion, such as coordinating export assistance, and developing incentives packages for existing industry expansion projects.
Assigning, training, directing, scheduling, and supervising activities of the industrial development staff, ensuring adherence to established laws, policies, procedures and standards; assisting and advising subordinates, as necessary, in resolving problems as non-routine situations arise, administering routine personnel matters affecting subordinates, including interviewing applicants, hiring, promoting, disciplining, evaluating, terminating, and the like; preparing and submitting various reports and records as required by County management; approving employee time sheets, and granting compensatory, sick, or vacation leave.
Directing the administrative functions and operations of the Commission, including personnel, budget preparation and expenditure approval, purchasing, etc.
Work with partners involved in all aspects of economic development to develop and sustain a comprehensive approach to creating a diverse and vibrant economy that includes industrial, commercial/retail, entrepreneurship and small business, health care, education, travel and tourism, city/town centers, agribusiness, and the arts and entertainment.
MINIMUM TRAINING AND EXPERIENCE
Bachelor’s degree required, Master’s degree preferred. At least 10 years of experience in business, economic/industrial development planning, or a related field; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities required of this position. Certified Economic Development (CEcD) status is desirable.
