The Economic Development Officer is responsible for researching, developing, and executing strategies to implement the City's economic development programs, including workforce revitalization, vitality, and redevelopment. Work is performed under the general direction of the Planning and Inspections Director, who exercises limited supervision over assigned personnel.

 Duties and Responsibilities

  • Preparing, implementing, and monitoring the City's economic development strategy, which includes short-, medium-, and long-range goals for the City and its business districts.
  • Developing, facilitating, and monitoring economic development best practices regarding public and private financing or assistance programs designed to enhance the development of the City and its extraterritorial jurisdiction.
  • Assisting developers, businesses, real estate professionals, property owners, and other interested parties in matters vital to community revitalization and redevelopment. 
  • Developing and implementing programs to retain and support established businesses. 
  • Collecting data and conducting complex data analysis, reporting, project management, and implementation related to the city's physical and socio-economic condition. 
  • Developing and maintaining inventories of existing businesses and available properties that provide opportunities for redevelopment and improvement programs. 
  • Developing public awareness and education campaigns that engage with the public through speaking engagements, media interviews, and personal appearances, as directed.
  • Researching and developing financial resources and partnerships to achieve tangible results.
  • Attending and participating in professional groups and committees, as directed.

 

Knowledge Skills and Abilities

 

  • Thorough knowledge of modern principles, practices, and techniques of economic development, redevelopment, marketing, and financing methods available for community and economic growth. 
  • Thorough knowledge of the laws, charter provisions, and ordinances affecting development, redevelopment, land acquisition, planning, and zoning processes following State and local regulations. 
  • Thorough knowledge of market forces, development requirements, and local, regional, State, and national economies. 
  • Considerable knowledge of federal community development programs, regulations, and administrative requirements. 
  • Applicable knowledge of laws relating to growth management, SEPA, real estate, and land use.
  • Knowledge of federal grant application, management, and community and economic development compliance requirements. 
  • Knowledge of State procurement law and local ordinances and policies about procurement. 
  • Understanding of development finance practices and techniques. 

Education and Qualifications

 

  • Bachelor's degree in urban planning, Economics, Business/Public Administration, or a closely related field (Master's Degree Preferred) and five years of increasingly responsible management experience related to economic development, commercial real estate development, community development, or closely related field.
  • Certifications preferred: IEDC, CEcD, EDFP, or AICP.

The salary range for this position is $71,820 to $107,730.   Placement within the range will depend upon a candidate's successful qualifications and experience.  The City provides a comprehensive benefits package, which can be found on the City's website at https://moreheadcitync.org/246/Employee-Benefits
