Chester County Economic Development, SC – Project Manager

Chester County Economic Development is accepting applications for a Project Manager position.  Chester County is located in metro Charlotte.  We are strategically located along I-77 just 40 minutes south of Charlotte, NC and 50 minutes north of Columbia, SC.  This position reports to the Director.  Applications are being accepted until December 11, 2020.  Salary based on experience with a maximum salary of $75,000.

POSITION SUMMARY:

Responsible for assisting with performing analytical, administrative and public relations activities to promote businesses to relocate or remain within the County and to broaden the County's economic base, including research, data analysis, report writing and presentation, budgeting, financial analysis and business marketing and recruitment.

  • Assists with initiatives oriented towards responding to prospect inquiries via RFP/RFI process; identifies and provides recommendations on suitable real estate to offer prospective companies.
  • Participates in proactive prospect mining activities to include trade shows, visits and marketing initiatives; participates partners in selection of group events to attend for the purpose of promoting the County.
  • Assists in the development and implementation of plans to address rural development and small business programs.
  • Partners with local businesses to develop and implement plans for additional investment and job creation.
  • Communicates plan progress to public and private sector partners; coordinates recognition events.
  • Develops and maintains community contacts; makes presentations to business, community and other groups to present information and answer questions; represents the County on various boards and committees.
  • Assists with identification, application and administration of grant funding opportunities.
  • Markets the County to targeted industry clusters and responds to inquiries; provides information in regard to business expansion, retention and relocation in coordination with the regional development authority.
  • Makes presentations to Boards, businesses and community groups.
  • Works with Planning staff to identify and modify policies and procedures that promote business climate; directs business related inquiries to proper department for assistance.
  • Conducts analytical studies; evaluates alternatives and recommends policy and procedural changes to meet defined needs.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor's degree in business administration, or a closely related field, AND three (3) years of professional experience in economic development, business development, business

management, regional economic analysis, marketing, land development, redevelopment, or financial analysis; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills

Knowledge of:

  • Principles, practices, and techniques of marketing, public information and education.
  • Research and statistical analysis techniques.
  • Pertinent federal, state and local laws, regulations and codes.
  • Real estate and business law principles.
  • Principles of economic and industrial development.
  • Record keeping principles and practices.
  • Correct business English, including spelling, grammar and punctuation.
  • Principles and techniques of preparing effective written informational materials.
  • Techniques of making effective oral presentations to large and small groups.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds.

Skill in:

  • Planning and administering economic development services and programs.
  • interpreting and applying methods, practices, procedures, and regulations, related to economic development benefits.
  • Developing strategies and implementing tactics for optimal economic vitality, branding, marketing, special events and business relationships.
  • Interpreting, applying and explaining complex federal, state and local laws related to the areas of responsibility.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Using initiative and independent judgment within general policy guidelines.
  • Using tact, discretion and prudence in dealing with those contacted in the course of the work.
