The Alliance’s President/Chief Executive Officer has the responsibility for the full range of activities of the multi-organization Economic Development Alliance. That includes promotion of economic and community development in Jefferson County, AR, with the objective of creating more and better employment opportunities for all residents.

This executive shall possess and maintain Certified Economic Developer (CEcD) credentials.

Responsibilities & Requirements

General Responsibilities:

  • Assisting with retention and expansion efforts for existing business and industry BR&E program
  • Conducting annual industry surveys and follow-ups
  • Attracting new business and industry to the community and assisting in its formation
  • Helping maintain a favorable business climate in Jefferson County
  • Helping to train and educate community leaders about economic development
  • Helping to build a strong focus on Workforce Development: work with area schools and colleges on skills development, direct and oversee meetings and process to gain an ACT Work Ready Community® designation. Work with Go Forward Pine Bluff (GFPB) in Workforce Development Task force
  • Managing additional programs as from time-to-time the Board may direct
  • Representing the Alliance and Pine Bluff-Jefferson County Port Authority with the Arkansas Waterways Association, Arkansas Waterways Commission, and Arkansas-Oklahoma Port Operators Association

Corporate Management

  • Employs all staff personnel
  • Coordinates and plans staff meetings, retreats, and exploration trips to learn from other communities
  • Reviews and approves for presentation to the Board for approval the annual operating budgets, financial statements, and audit reports
  • Manages financial affairs of the Alliance and, with another corporate officer, executes all financial and legal instruments and checks
  • Oversight and maintenance on all Alliance properties and equipment: Office facility, Industrial Park, Port Harbor District, and Bioplex
  • Prepares an Annual Summary of Activities containing a scope of work that has been completed

Professional:

Economic Development

  • Serves as President of Jefferson Investors, Inc., and Executive Director of the Pine Bluff-Jefferson County Port Authority, as well as serving as President of the Alliance
  • Attends regular and committee meeting of economic development boards of the Alliance and reports on respective activities
  • Maintains and supports commitments of services to annual contract with the Economic Development Corporation of Jefferson County (sales tax board) and provides periodic progress reports to the Corporation
  • Manages business prospect recruitment, information presentations, and maintenance of resulting relationships
  • Recommends property leases, purchases, and sales transactions for the approval of the Board
  • Assists capital reinvestment and employment expansion of existing business and industry in the area
  • Participates in targeted industry activities, site selector events, foreign trade missions and meetings of related professional organizations
  • Coordinates with public entities for further industrial park, port area, Bioplex, and related infrastructure development
  • Process and complete Arkansas Competitive Communities Initiative (ACCI) through Arkansas Economic Development Commission (AEDC)

Community Development

  • Serves as supervisor for the President of the Pine Bluff Regional Chamber of Commerce
  • Reviews and identifies community needs and works with the Chamber’s Executive Director to recommend an annual Program of Work to meet those needs
  • Makes annual Washington, D.C., trip--meeting with members of our congressional delegation on community’s needs
  • Works with the State of Arkansas Military Affairs Committee - prevent BRAC - and works with local Military Affairs group and the Pine Bluff Arsenal

Public Relations

  • Serves as spokesman for the Alliance and the business community
  • Presides at press conferences, public meetings and social functions of the Alliance
  • Conducts Red Carpet Tours for prospects, agencies, and economic development allies
  • Coordinates with economic development allies, offers testimony before public legislative bodies, and conducts educational programs for elected officials on public policy issues
  • Hosts quarterly meetings with Jefferson County Judge and county Mayors - sets meeting and gives prospect report
  • Meets with newly-elected officials to give them and overview of the Alliance and our mission
  • Serves as liaison and maintains harmonious working relationships with community and economic/industrial development allies, and works to stimulate regional cooperation
  • Participates in special events sponsored by the Alliance
