Tray Hairston is a partner at Butler Snow LLP and is a member of the firm’s Public Finance and Incentives Group. He concentrates his practice on public finance matters, including all types of municipal bond issues, serving as bond-counsel for both taxable and tax-exempt financings throughout the southeast. He formerly served as Counsel and Policy Advisor to Mississippi Governor Phil Bryant as a liaison to the Mississippi Development Authority (MDA), the state’s economic development agency, and the Mississippi State Bond Commission. He has also served as Bond Counsel for various cities and counties throughout the State of Mississippi and has worked on over $100M+ in transactions. Tray regularly speaks and publishes scholarly articles on economic development one of which was a seminal work he published in the Mississippi College School of Law Review called The Future of Economic Development, 35 Miss. C.L. Rev. 370 (2017). Tray has also managed major economic development projects and drafted legislation and regulations related to the Mississippi Health Care Industry Zone Act of 2012. Prior to beginning his legal career, Tray was a member of the Global Business Division at MDA where he provided project management assistance to companies looking to locate in Mississippi. Tray has been recognized as “Young Lawyer of the Year” by the Mississippi College School of Law, “Top 40 under 40” by the Mississippi Business Journal, Mid-South Super Lawyers® and a Rising Star in 2018 by the The Bond Buyer®. He is also a 2018 Delta Leadership Institute Fellow. Tray received his B.A. from Tougaloo College, his J.D. from Mississippi College School of Law and his M.B.A. from Belhaven College. He is a May 2019 graduate of the Oklahoma University Economic Development Institute and intends to sit for the Certified Economic Developers Exam (CEcD Exam) in February 2020.
