The Washington County (Tennessee) Economic Development Council seeks an experienced economic development professional to help lead business recruitment and retention efforts in a growing metro area (200,000). The ideal candidate will be a motivated, results-oriented team player with excellent organizational and communication skills. Primary duties include new business marketing and prospecting, and assisting existing businesses with development, retention and growth opportunities. The WCEDC is a private-public partnership. Washington County’s diverse economy is anchored by a university in Johnson City, set in the heart of the beautiful southern Appalachian mountains. Competitive salary and benefits.


Job Title: Director of Business Development

Reports To: CEO at Washington County Economic Development Council

Employment Status: Full-Time

Required Experience: 3-5 years

Required Education: Bachelor’s degree in business, economics or related course of study

Salary: Based on qualifications

Job Description:  This position supports the Washington County Economic Development Council’s mission of enhancing job growth and increasing the tax base of Washington County, Tennessee, by recruiting new business and helping existing businesses expand. This role involves developing and tracking new and existing business activities while positioning Washington County for future growth.


Specific duties include, but are not limited to:

  • Conducting new business marketing and prospecting to help attract new jobs and investment to Washington County.
  • Assisting existing businesses with development, retention and growth opportunities.
  • Maintaining and enhancing key relationships with economic development allies at the state, regional and local levels.
  • Responding to client requests for information/proposals.
  • Leveraging incentive programs and other recruiting tools, based on a deep understanding of process and policies related to those programs, in order to maximize investment by both new and expanding businesses.
  • Serving as a point of contact for all projects (industrial, commercial, office and retail).
  • Interacting with developers, realtors and site selection firms working to develop leads for new business.
  • Conducting any additional duties as assigned.



Physical Requirements:  Task is essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.

Environmental Requirements:  Task is regularly performed without exposure to adverse environmental conditions.

Sensory Requirements:  Task requires oral communication ability.  Task requires visual perception and discrimination.
